Dr. Noman Omar Sattar is a senior academic, scholar, and policy expert with over four decades of experience in international relations, strategic studies, American studies, peace and conflict studies, and regional security. His academic and professional career has spanned teaching, research, institutional leadership, academic publishing, policy engagement, and international collaboration at some of Pakistan’s leading universities and strategic studies institutions.

He has held senior academic and leadership appointments at the National Defence University (NDU), Quaid-i-Azam University (QAU), PAF Air War College Institute, and IQRA University. At NDU, he served as Head of the Department of Strategic and Nuclear Studies and subsequently as Head of the Department of Peace and Conflict Studies. At QAU, he had a long association with the Area Study Centre, serving in various academic positions and as Acting Director.

Dr. Sattar holds a PhD and a Master’s degree in Government and International Studies from the University of Notre Dame, United States, an MPhil in American Studies, and an MSc in International Relations from QAU. His doctoral research focused on Pakistan’s nuclear posture and deterrence in a regional setting, reflecting his longstanding engagement with strategic stability and South Asian security. He has supervised more than 130 MPhil, MS, and PhD theses, contributing significantly to the development of successive generations of scholars and researchers.

Dr. Sattar has also played an important role in academic publishing and institutional development. He is associated with the Centre for International Strategic Studies, Azad Jammu and Kashmir (CISS AJK), as Editor and has served on academic and editorial advisory boards. His earlier editorial responsibilities include the Pakistan Journal of American Studies and Strategic Perspectives. He has additionally contributed to curriculum development and academic cooperation programs involving Pakistani and international institutions.

His international academic engagement includes programs and collaborations in the United States, Europe, and South Asia. He served as focal person and coordinator for the QAU-Ball State University (USA) partnership under the US State Department Universities Partnership Program and has participated in initiatives involving the British Defence Academy, Salzburg Global, and several universities abroad. He is a recipient of the HEC Best Teacher Award 2012 and was a Fulbright Fellow from 1994 to 1997.

Over the course of his career, Dr. Sattar has presented extensively at national and international conferences, seminars, and policy forums and written on subjects ranging from nuclear deterrence and strategic stability to great-power competition, US foreign policy, regional connectivity, conflict management, civil-military relations, CPEC, SAARC, and emerging world order.

Dr. Sattar’s association with GPSF as Senior Fellow strengthens the Forum’s academic and policy work through his extensive expertise in international relations, strategic studies, regional security, and foreign policy.
