Mr. Muhammad Kamal Hassan is the Founder and Managing Partner of Khawaja & Kamal (Attorneys at Law), a leading corporate, commercial and regulatory law firm with offices in Islamabad and Lahore. With over two decades of legal experience, he advises on corporate and commercial law, banking and finance, international investments, regulatory compliance, dispute resolution, and international arbitration. He has recently been found fit for enrolment as an Advocate of the Supreme Court of Pakistan, reflecting his professional standing and recognition within the legal profession.

Mr. Hassan holds an LL.M. in Banking and Commercial Law from University College London (UCL), University of London, one of the world's leading institutions for legal studies. He earlier earned his LL.B. from University Law College, University of the Punjab, after completing his undergraduate studies at Government College, Lahore.

Throughout his career, Mr. Hassan has advised multinational corporations, financial institutions, government bodies, development agencies, and foreign investors in Pakistan. He has significant expertise in legislative and regulatory reform, including the drafting and review of laws, regulations, and institutional frameworks for public authorities and regulatory bodies. His recent work includes aviation security legislation, constitutional and regulatory matters, and governance structures, with a focus on aligning legal frameworks with international best practices.

His advisory work spans corporate structuring, commercial transactions, regulatory compliance, employment matters, public-private partnerships, infrastructure development, mergers and acquisitions, and governance. Mr. Hassan's dispute resolution practice covers commercial and banking litigation, construction disputes, white-collar crime matters, and domestic and international arbitration. He regularly represents clients before High Courts, Banking Courts, Tribunals, and arbitral forums across Pakistan, and has experience in international arbitration and alternative dispute resolution.

Mr. Hassan has substantial experience in corporate and financial transactions, including privatization, sovereign and corporate financing, Sukuk and TFC structures, banking documentation, and foreign investment projects. He has also advised on securities regulation, Islamic finance, telecommunications law, renewable energy, and foreign direct investment. He has extensive experience advising Chinese investors and contractors in Pakistan, including China Liaoning International Economic & Technical Corporation and associated entities, covering construction projects, commercial negotiations, investment structures, regulatory approvals, contracts, dispute management, and project implementation.

In addition to his legal practice, he has contributed to legal scholarship and policy development through publications, research, and editorial work. Mr. Hassan's association with GPS Forum strengthens its legal, regulatory, and policy-oriented work. His international education, commercial awareness, regulatory insight, and litigation experience bring a strategic, practical, and principled perspective to the Forum's wider engagement.
